Also if you want to do this online will not work. The best option in this case is to contact a travel agent. We sometimes let customers pay the cancelation fee as a deposit, which is nonrefundable. (of course the fare should allow refund before departure)The ticket is then being issued, and if the customer fails to pay the whole amount on time or changes their mind, the ticket is being cancelled and we pay the cancelation fee, using the money from the deposit. It is entairely up to the agent and your negotiation skills. It is possible that you might pay a higher service fee.
