I hired an artist to design me an intricate tattoo of which I paid in two Paypal installments (one deposit, and then the other half advance for the colored finished product). The idea was to have a fully colored and designed large scale tattoo, of which i only received an uncolored, half-finished sketch.
He delayed and delayed saying it was coming in a week, then two weeks...and I unfortunately was naive. Since then he has gone off the map and refuses to reply, and I am stuck unable to dispute because I waited too long. I've been scammed. The total amount was in excess of $300 for this large tattoo.
He lives in the United States and I'm Canadian, what can I do? How can I file a small claim across the border?|||Most likely you are SOL. Credit card companies are now claiming that payments to Paypal are satisfied because they paid Paypal and Paypal performed the service which is nothing more than to deliver the money to the seller. You agreed to the terms and conditions which is to file a dispute within a set amount of time.
If you didn't file a preemptive "just in case" dispute, you are out of luck. You can try, sometimes they will ask the seller to kindly return the money, but it is completely up to the seller which in this case is not likely to reply to anything.
It's not a nice world out there and maybe the only thing you can do is say you just received a $300 education in how Paypal works.
I certainly hope you get your money back.
